Glossary

Terms from public administration, agreement review and AI-assisted document review, briefly explained.

§ 125 SGB IX

§ 125 SGB IX governs the content and form of the written agreement between the integration assistance agency and the service provider. The agreement consists of the service agreement and the remuneration agreement and is a precondition for the agency to have services delivered by that provider.

Relevance for Kontrakte.AI: Kontrakte.AI is used for the preliminary review of agreements under § 125 SGB IX, both on the authority's side and by the service provider before submission. The AI delivers the first review pass; a human makes the decision.

§ 128 SGB IX

§ 128 SGB IX gives integration assistance agencies a statutory right to review the cost-effectiveness (Wirtschaftlichkeit) and the quality, including the effectiveness (Wirksamkeit), of the services a provider has agreed to deliver. The basis is a comparison between the agreed standards and the services actually delivered.

Relevance for Kontrakte.AI: Kontrakte.AI supports the document- and criteria-based screening of evidence against a set of rules, with a source passage for each criterion. The agency itself assesses cost-effectiveness and effectiveness. More on our page for public sector bodies.

BTHG (Federal Participation Act)

The Federal Participation Act (Bundesteilhabegesetz, BTHG) of 23 December 2016 reformed the law on persons with disabilities in stages. With the reform stage of 1 January 2020, integration assistance was moved out of SGB XII and transferred to SGB IX as Part 2, including the new contract law in §§ 123 et seq. SGB IX.

Relevance for Kontrakte.AI: The switch to the new contract law led agencies to conclude many new service and remuneration agreements. Kontrakte.AI supports the review of these agreements and has been in productive use at a state office (Landesamt) since August 2024.

Bulk check

In a bulk check (Massenprüfung), many documents are reviewed in a single pass against the same review catalogue. The result is an overview of documents and criteria in which anomalies become visible across the entire portfolio.

Relevance for Kontrakte.AI: The bulk check in Kontrakte.AI shows, for each criterion, which documents meet it, and its Excel export distinguishes AI suggestions from confirmed assessments. Every assessment remains open to confirmation by a person.

Grant / ANBest-P

Grants (Zuwendungen) are payments from public funds to bodies outside the administration for specific purposes (§§ 23, 44 of the Federal Budget Code, BHO, or the respective state budget code). The ANBest-P (General Ancillary Provisions for Grants for Project Funding) become part of the grant notice (Zuwendungsbescheid) and govern, among other things, requests for funds, notification duties and the usage report.

Relevance for Kontrakte.AI: The requirements of the grant notice and the ANBest-P can be stored as a review catalogue against which submitted reports are screened. The granting authority decides whether to accept them.

Human-in-the-loop

Human-in-the-loop describes a system design in which a person reviews the results of an AI system and takes the decisive decision. The EU AI Act requires effective human oversight for high-risk AI systems (Art. 14 of Regulation (EU) 2024/1689).

Relevance for Kontrakte.AI: In Kontrakte.AI, every AI finding first lands in an open status and must be actively confirmed, changed or rejected. There is no automatic adoption. Guiding principle: AI as first reviewer, humans as decision-makers.

Integration assistance

Integration assistance (Eingliederungshilfe) comprises benefits for people with a significant disability, or at risk of one, that are intended to enable full and effective participation in society. Since 2020 it has been governed by Part 2 of SGB IX. Which body acts as the responsible agency is determined by state law.

Relevance for Kontrakte.AI: Kontrakte.AI is aimed at integration assistance agencies and service providers who check agreements and evidence against a set of rules. The software makes no decisions on individual benefit entitlements.

Legal context (jurisdiction)

The legal context (Rechtskontext) determines against which legal system a document is reviewed, for example German, Austrian or Swiss law. It must be distinguished from the document language: a German-language contract may be governed by a different legal system.

Relevance for Kontrakte.AI: In Kontrakte.AI, the legal context is selected for each review and kept separate from the document language and the output language. Where the setting comes from (tenant default, preset or manual selection) is visible.

OCR / scan review

OCR (optical character recognition) is the automatic recognition of text in image files, for example in scanned contracts without searchable text. A scan review (Scan-Prüfung) combines text recognition with a review of the content of the recognised text.

Relevance for Kontrakte.AI: Kontrakte.AI also reads pure image scans, captures tables as well as headers and footers in a structured way, and marks findings directly on the scanned page. With poor originals or handwriting, text recognition can make errors, which is why the human review remains decisive.

Playbook check (review catalogue)

A playbook check (Playbook-Prüfung) measures a document against a fixed catalogue of review questions and criteria (Prüfkatalog) instead of assessing it freely. The catalogue reflects an organisation's standards, for example from a framework agreement, a guideline or an internal working aid.

Relevance for Kontrakte.AI: In Kontrakte.AI, a playbook consists of folders and review questions (yes/no, number, date, free text). For each question the AI proposes an answer with its source passage; the caseworker accepts it or answers the question themselves. A first draft of the catalogue can be generated by AI from an existing guideline. More on checking documents.

Remuneration agreement

A remuneration agreement (Vergütungsvereinbarung) sets out the remuneration that the integration assistance agency pays the service provider for the agreed services (§ 125(1) no. 2 and (3) SGB IX). It is concluded together with the service agreement for a fixed period and builds on the service features defined there.

Relevance for Kontrakte.AI: Kontrakte.AI can extract values such as remuneration rates, terms or reference dates from the document as answers to review questions and display them with their source passage. The software does not recalculate the underlying cost calculation.

Service agreement

A service agreement (Leistungsvereinbarung) is the written agreement between the agency responsible for integration assistance (Träger der Eingliederungshilfe) and a service provider (Leistungserbringer) on the content and essential features of a service (§ 125(1) no. 1 and (2) of Book Nine of the German Social Code, SGB IX). Minimum contents include the group of people to be supported, the type, scope, objective and quality of the service including its effectiveness, staffing levels and staff qualifications.

Relevance for Kontrakte.AI: Kontrakte.AI checks incoming service agreements against a stored review catalogue, for example covering the mandatory contents, and shows every finding with its source passage. The assessment is made by the caseworker.

State framework agreement (§ 131 SGB IX)

State framework agreements (Landesrahmenverträge) are concluded at the level of each federal state between the integration assistance agencies and the associations of service providers (§ 131 SGB IX). They specify what the individual service and remuneration agreements under § 125 SGB IX must cover, such as service features, remuneration components and principles of review.

Relevance for Kontrakte.AI: The requirements of a state framework agreement can be stored as a review catalogue or as a reference document. Kontrakte.AI then highlights passages in a draft that are missing or deviate from them.

Two-party workflow

A two-party workflow (Zwei-Parteien-Workflow) maps a procedure in which a submitting party and a reviewing party work on the same case, for example a service provider and a funding body (Leistungsträger). Submission, review, queries and revision run in rounds until a decision is made.

Relevance for Kontrakte.AI: Kontrakte.AI offers a unique native two-party workflow: the submitting party is invited via an email link, sees just its own case and receives an AI pre-check before submission. The reviewing party comments directly on the relevant passage and decides. To discuss a setup, contact us.

Usage report

A usage report (Verwendungsnachweis) demonstrates that a grant has been used for its intended purpose. Under the ancillary provisions for grants it usually consists of a narrative report (Sachbericht) and a financial statement (zahlenmäßiger Nachweis) and is examined by the granting authority (Bewilligungsbehörde).

Relevance for Kontrakte.AI: Kontrakte.AI assesses usage reports that differ widely in structure and language against uniform evaluation criteria and assigns the relevant passage to each criterion. The software does not check receipts or recalculate the financial statement. More on usage reports.
